While it would be extreem to take their voices away, I do wonder if it would be possible to use any of the in-audible or vibration based bark suppression collars available for dogs. It might be possible to set them such that QUIET sounds would not trip the collar, but loud noises result in enough discomfort that they would learn to "keep thier voices down."
