This is taking the bits from one byte, and NANDing them with the bits from a second byte. Actually, it has to do one other thing: If the result is zero, it moves to the next instruction, otherwise, it skips that and moves to the following instruction. This combination of ONE logical operation (NAND) and ONE "flow control" ability (next or skip) is all you need for a fully functioning computer system.
