refuse-message
When there are already max-users
users logged in, new users are denied access and they are given a small
message saying that the server is at its limit. Instead of the default
message, you can display a custom message, which is specified in a file
by the refuse-message option.
Examples:
refuse-message=/home/ftp/etc/toomany
#refuse-message= (commented out)
