allow-proxy-connections

A data transfer download is said to be over a proxy data connection when the IP address of the remote FTP client's side of the control connection is different from the IP address the remote FTP client's side of the data connection.

If you're ultra-paranoid about security, you could disallow proxy connections because that could mean a middle man has intercepted it, or could be an indicator of suspicious behavior.  However, doing that is usually asking for trouble since there is a growing number of users who go through a proxy because of a firewall on their side -- and refusing proxy connections means these users can't access your site.
