There is a datasheet for TMS 9916 bubble memory controller at https://www.datasheetarchive.com/TIB0203-datasheet.html Also, I found datasheets for the Intel 7110-1 bubble memory at http://www.decadecounter.com/vta/tubepage.php?item=3D35 Yes, it's not the same device, but it might give you some clues.
