It uses a reference current instead of reference voltage. You add an external resistor to set the output voltage. The output voltage is the same as the voltage across that resistor. Since you can make it zero ohms, the output can go all the way to 0V. Also, the devices can be paralleled for higher current. I always thought the reference current idea was very clever.
