I bought one to run a microcontroller in low energy mode and it shuts off
every time the device goes to sleep. What little specs there were made no
mention of this.

You should specifiy the minimum capacity you need.

One of the more important criteria I look for is the ability for the=20
power bank to stay on with very little load, as many devices I use will=20
not draw enough current at times and the power bank will shut down. =20
This one has a feature where if I turn on the built-in LED light, it=20
will keep the USB ports on...
