So, determine a resistance value that you would be comfortable with, rearrange=20 the inductive reactance formula to get you the inductance value needed to get that reactance value at the line=20 frequency, then use a coil formula to determine the number of turns needed for that inductance and frequency. This sounds labor intensive, but it really isn't that bad.
