A whiff of Nickel spray (sold for shielding) works for plastic boxes - and no doubt for bags if you don't mind the appearance - and a can goes a long way. Butyl Rubber sold for roofing is cheap compared to ESD mats. Even cheaper (far cheaper) are the just-as-effective cover sheets they pack the bales in.
