A few years back I bought a complete set of resistors from smtzone in sizes that I use, and haven't regretted it. They have 510 value kits which have 100% E96 coverage from 10 ohms to 1Mohm - my set has 50 of each value. They also include 15 values <10 ohms and 15 values >=3D1M. Looking at the website, it looks like they're switching to a 760 value set for at least the 0402's, with E96 coverage up to 10M, and extended coverage up to 100M. Plus there are more values below 10 ohm. On the other hand the stackpole sets at digikey seem to be reasonably priced and with known provenance of the resistors themselves.
