There are several open PLC implmentations, such as openplc, ldmicro, etc. Of course of varying quality. Depending on what you need, rolling your own might be just as easy. For basic functionality, the logic portion of a PLC is rather simple to implement, and the gui also shouldn't be rocket science. If you start needing things like modbus and advanced functions then that might get a bit more complicated.
