Vacuum cleaner that I use is a barrel configuration; motor and filter
in a module on wheels, a long hose, and a long wand.  The wand
has a half meter long external metal bar about 2mm wide moulded
lengthwise under the handle.  Large area of contact with hand.  My
guess is that the plastic has something conductive added.
