The PICLIst was 'down' from December 4th 2018 until January 17th 2019.
Apparent cause =3D issues in MIT system.

Any messages sent to list during that time appear to have been lost.
They may reside in some system repository but if so seem unlikely to be
accessible.

If you sent anything to the list during that period that you want seen you
need to repost it.
