If the hardware is ok and the software is ok, then everything else is fine.=

AFAICS, WinUSB works with almost every system, without much problems.
MPLAB simply uses WinUSB.

Another option would be to try with another USB controller. In some rare
cases there are flaky USB controllers/Hubs etc.
