I think I've seen a similar message when the chip holds a production build. Then the debugger is enabled, even though I get that error message, I am able to program the chip (with the debug build), and then everything works. As I recall, the debugger is not there until you program the chip with a debug build. Probably too simple a solution to be correct, and that would not explain the OS change breaking it...
