Yes, sounds like a power problem. Date code 3409 shows it is 8 years old now. My opinion is they aren't bulging; I've seen fresh unused stock with that degree of warp. But a photograph from a lower angle may be better. Another thing to try is isolate one wire of the suspect capacitors from the single sided PCB and measure ESR and capacitance using a meter. Helpful because it is easily reversible. I'm no expert though. I've tried servicing a television of the same vintage, and never did find the problem.
