The only electronic or electrical thing about this little engine is that there is a positive kill position of the throttle. There is a pair of wires that appear to be lower voltage wiring that come out of the magneto. When you bring the throttle down to kill the engine, that pair is shorted, making me think that there must be a transformer winding in the output which gets shorted to kill the high-voltage spark. the wire is more like doorbell wire whereas the spark plug lead is the usual high-voltage line you see on spark plugs and CRT anode lines.
