PI Zeros are manufactured by the Raspberry Pi Foundation because the
profit margin is too low for RS and Farnell/Element 14 (who manufacture
all the other PIs) to be interested.  At $5 they would be making a loss
due to their overheads. At $5 the RPi Foundation can make a profit
because they don't have a huge distribution infrastructure to pay for.
The Foundation just get them shipped from the Sony factory direct to a
few, small resellers.
