What acceptable quiescent current when off.?

What voltage max.

If low side switch OK, a TLV431 and an NChannel MOSFET and 3resistors. (1 R
for FET gate on and 2 to program TLV431 voltage.

Zener is nastily inaccurate and switching not being sudden / sharp adds
problems.

A "reset circuit" can slightly reduce parts count and some are available in
0.1V (or smaller?_ steps.
