Reply from the retailer today says .....

OK, well, thanks for replying, but would love to know how a
measured volume can contain 25% more in water. 19L is still 19L,
not 23L. And why it is that manufacturers are allowed to over-state
capacity way past the point of tolerance or artistic licence
