purchases a Win10 license and may then install 7 if they > choose, using the same registration. We're operating on a similar arrangement. In the last few months we've been able to buy Win7 machines under this arrangement straight from the manufacturer. My understanding is that option goes away in October as well. http://windows.microsoft.com/en-us/windows/lifecycle About half way down there's a table - End of Sales 8.1 and 7 end on 10/31, everything else ends sooner. At the bottom is a link to a PDF describing downgrade rights, but it contains no dates, so I'm left to wonder if "downgrade rights" has precedence over "End of sales for PCs with Windows preinstalled" or vice-versa. It's not at all clear - I have a meeting with people that get paid to understand this crap next week, so hopefully I'll get answers.
