Sorry. I misunderstood the problem that your drawing makes clear. I agree that one couldn't do that with a hand saw. A router with a straight bit could make a good approximation but the thinnest bit I have come across 5mm and the corners would need to be sguared with a chisel. OTOH I can't recall a situation where I needed to cut a mortise or rebate and and retain the cut out portion.
