1. They will almost certainly be < 3000 mAh and quite possibly << 3000 mAh. 2. If you are happy to run several in series you could use an eg LM317 to discharge them at constant current. 3. A TL431 can be used to make a constant current sink down to 2.5V. A TLV431 down to 1.25V. An op-amp and reference and load transistor can make a constant current sink operating down to any voltag desired. 4. I would not recommend discharging NimH below about 0.9V. Lifetime will be affected. For longest operating life cycles discharge to no lower than about 1v at modest discharge rates is desirable. 5. A reasonably good way of assessing NiMh capacity and quality is by weight. Compare the weight per cell with that of known reputable brands. Most weigh in the 28 to 30 gram range. 27 grams is about the lowest you'd expect from a high capacity AA NimH. Over 30 g is possible. Below 28 grams is suspect and much below 28 grams is rubbish.
