I haven't used the PIC24FJ parts in a while but checking a couple older
(circa 2010) datasheets for the PIC24FJ128GA010 and PIC24F64FJ64GA104
families they list:

Parameter DC17 - SVDD - VDD Rise Rate to Insure Internal Reset as:
0.05 v/ms min., Conditions: 0-3.3V in 0.1s, 0-2.5V in 60 mS

Seems to be pretty consistent across the PIC24FJ families.
