Yes, they could be used to measure voltage. But it's differential input,
intended to connect to a bridge, so it has both + and - inputs and the
A/D converter measures the difference between them. And the common mode
range of the inputs doesn't extend to ground or to V+. So there are some
limitations to using it as a voltmeter. Adding extra stuff to it to make
it work single-ended would be hard to maintain 24 bits of accuracy.
