There was a period of time (might still be the case) when switching
between MPLAB 8 and MPLAB-X did awful things to PICkits.  Sometimes some
intricate voodoo would fix things, although switching families with the
IPE instead of the IDE, hence forcing a more elaborate download from the
IPE, seemed to be a pretty sure fix.
