Thing is, the typical hum isn't free. Collecting it, even with an earth loop, consumes power. Perhaps what you are really after is collecting it before it is metered. Not equitable, and not scalable. ;-) (I've a 22 kV 50 Hz transmission line through my farm. It is 7 m above ground with two conductors separated by 2 m, and 750 m in length. My house is the only load.
