By extension: since they have not been trained in how to identify a prostitute they can arrest any women walking on the street? Be cause they haven't been trained how to distinguish counterfeit money from real money they can arrest anyone flashing a wad? Because they cannot tell a stolen car from a legitimately owned car they can arrest anyone driving a car? In anglo-Saxon law there is a presumption of innocence.
