I've found the problem

I tried another 18LF1320 and it does drive the FET from b3.

Sorry, it really should have occurred to me to try that before now.

The problem one was out of the same tube, and this was the first
time it had been used. Don't know what could have happened to
it though, it seems to run quite normally otherwise. AIUI the pin
should self-limit its current so I'm not sure if loading it with a FET
gate could have done such or any damage
