FWIW - a solar panel does not usually need a "dump load" unlike a wind turbine which needs a load to stop it running amok, unless it is designed to feather or tilot off wind or in some way reduce the power input. A solar panel or panels may in some cases need a dumpl load if Voc exceeds eg the inverter or controller input spec, but this is installation specific and most decent controllers would have enough Vin headroom to allow them to accept Voc from panels they are intended to work with. 250 W panels tend to be 30 Vmp and 300W panels tend to be 36V Vmp and I have ssen inverters which will work only with strings of one or the other but not both interchangeably.
