I just checked the PDF directly from Google Drive and I can see all the
layers. The top copper is on the third page.
Please note that the pages are A4 size and the board is very small, the
images appears on the bottom-left corner of the pages.

I use Adobe Reader XI version 11.0.12.

The fourth page contains an empty rectangle that is just the board outline.

The layer order is:
Page 1: Top side silk-screen
Page 2: Top solder mask
Page 3: Top copper
Page 4: Board outline
Page 5: Drilling map
