I'm not an eagle user, but 0.023622* is 0.6 mm whereas 0.024 is the next
rounded imperial size up.

Any chance that it has mixed units issues between the auto via and DRC
functions?
ie it looks conceivable that it has implemented the auto vias in metric
while otherwise working in imperial and no has a NASA Mars lander thruster
type crisis.
