That sounds right - If you leave this mouse be, after ~ 10 seconds

the (almost painfully bright) LED starts flickering at 3-4 Hz, with a

much reduced apparent brightness; this appears to be the no-input

default state, as long as the mouse has power (not rigorously tested).
