I use artist mode in emacs, with flow charts or system diagrams in
text files, usually inside source code.

I also use dot from Graphviz, and agree the learning curve is large;
but rewarding.

If I was starting afresh to find a new tool, I'd use SVG and a text
editor, or Inkscape.  The native support for SVG in web browsers makes
it a nice choice.  Being a vector format one gets resolution
independence for free.
