A lot of people simply use ooimpress/PowerPoint.  That is kind of the
path of least resistance since everyone has it, and if you don't need a
lot of special functionality, it is pretty good.

A lightweight, free tool is Dia.  It's whole purpose in life is
diagramming, so you don't have all the weight of a million features that
you'll never use.

Personally, I prefer dot from Graphviz.  This is kind of old school and
likely not what you're looking for, but where function is more important
than pretty, it gets the job done far more quickly than the others, but
there is a bit of a learning curve.
