What I find intriguing is the many China Post packets I get from China=20
with a meter label that reads 0.00 (ie no postage cost).

I speculate that the vendor's meter is read and the balance paid=20
periodically, but that if said vendor chooses to print a label for 0.00=20
said vendor gets effectively free postage unless someone is individually=20
inspecting every one of the millions of little packets leaving China...=20
and even then...
