because there is no wifi network to connect to? In that case make your Android tablet act as a wifi hotspot and have your laptop connect to that "wifi network". Then both tablet and laptop are connected to the same wifi network. It should be possible to make the laptop act as a wifi hotspot as well (I often do that with my RPi running a Debian derivative, but it's harder with Windows) - though dead easy to do with Android.
