The Sparkfun page suggests a 16MHz micro

The SmartMatrix Shield shows an MK200X256 micro, which
I presume operates at the pixel level and the Teeny is the user
i/f. Kind of like an HD44100 / HD44780 combo for LCDs

So, if you were going to drive a bare LED panel, you'd need
quite a PIC circuit for those 1024 LEDs
