I think the idea here is that without negotiating a data connection,
which requires you to be in an OS and might require drivers, the phone
will charge at a much lower rate.

Certainly on an older motherboard of mine there was a magical software
tool from the motherboard vendor that could be installed.  If a
supported phone was plugged in to certain ports it would allow it to
charge at a much higher rate.  This worked even when the PC was
suspended (if charging had already started).
