How about the inner of a solid diaelectric coax (RG214 or similar). IIRC we used to use use the RG58 version for "spark testers" at the cable factory for up to 15kV. The thicker RG214 should be OK to 50kV on that basis. Make sure you use the solid diaelectric cable - not the foam (low-loss, high vr) version.
