eBay is a good suggestion. I have bought HV wire there cheaply which was easily able to pipe the output of a small Cockroft-Walton generator (35kV in this case) over about a 2 meter distance, with a ground wire bundled along with it, with no apparent loss. I'm not sure exactly what kind of insulation it has but it was definitely not silicone. The outside is a thin plastic tube and inside it is filled with a waxy-looking substance with the conductor in the middle. The whole thing is only semi-flexible (you flex it and it stays mostly where you put it).
