In a pinch, what I have done in the past is take a length of rather nice silicone air line (1/8" inner diameter, 3/8" outer) use it to sheath existing low voltage wires (short 10kV pulse). Perhaps I mearly got lucky, since most air line (that I know of) isn't rated for this application. However, I suspect due to its thickness that it would capable of more when used in over top of an existing high voltage rated wire. If you have no other alternative, I would look for something like that either on ebay or at your local hardware store. I have had good luck on the former.
