Without re-reading all of Olin's notes on the subject - I do recall that
being a work around for some of the dsPIC33F series parts and their very
high slew rates. ISTR he was suggesting very small caps (10's of pF) with
the intent being to limit slew rate to reduce crosstalk.

I'd probably leave the pads and not populate until/unless you have an issue=
