Testing ... depends on the specifications. Insulation has a maximum voltage rating, and a maximum temperature rating, but I don't think it has a maximum current rating unless that is calculated from other values. That calculation must take into consideration how the cable is held, if it is in conduit, bare, what sort of air flow.
