It will be.  Conventional magnet wire insulation will stop working at high =
enough voltages; I did some experiments with overdriving a CCFL backlight d=
river (I wanted a mini Jacob's ladder), and the failure mode was arcing in =
the transformer.
Real HV transformers add extra insulation between layers, and pot/submerge =
the whole thing in oil/wax/etc.
