A cheap, questionable quality, PICKIT3 clone perhaps? See [1] Or if you can afford it, a ICD3 might be a suitable replacement. It is slightly faster for large chips, and possibly more reliable. However, I have not observed any differences in debugging reliability between the ICD and PICKIT on the one or two projects where I had both. See [2] Offhand, I don't know of any third party programmers that aren't clones which claim to support every microchip device like the PICKIT or the ICD.
