No, chargers these days often have a "signal" on the D+ and D- conductors as well, from a voltage divider in the charger. However, it is probably fine to short them out to ground or 5V if you want to avoid the rework to remove bridges you "added". The signal is a voltage that represents advice on maximum current draw.
