I happend to come across a reel of surplus PIC12F683-I/SN.

These was factory programmed with a custom application.
They are not locked and they reprogram just fine (tested
with PICkit2). Apart from the factory programming,
they are "factory new".

Surplus from a swedish electronics manufacturer.
No chinese fakes here...
