I think there is a lot of truth in this. My younger daughter sells antiques online. She will not ship directly outside the US and there are far fewer restrictions on antiques than electronics. She says the time involved with the paperwork makes it impossible to make a profit. For those who are willing to pay more for the shipping than for the product (a surprising number) she uses eBay fulfillment. They do the paperwork.
