I see no danger to the thief in the case of a vehicle whose spark coil is immediately disconnected by pressing the gas (causing the engine immediately to stop firing). The worst thing that could happen is for the car to roll away, unpowered, with the thief inside. But a "stuck" parking brake would readily take care of that.
